The Coalition for the International Criminal Court (CICC) has prepared this Background Paper in preparation for the seventh session of the Assembly of States Parties to the Rome Statute of the International Criminal Court (ASP). The Assembly will meet in The Hague, The Netherlands, from 14 – 22 November 2008.
